lol so this paladin is suppose to have all 3 holy power b4 going into combat to use inquisition, then hammer of wrath once their almost dead, then throw exorcism at em, have another 3 holy power for templars verdict then use the holy power building crusader strike. or is this just out of order?
That is simply a priority
That is simply a priority list not a rotation. A subtle, but important, difference.
It just means if you can cast/use a certain spell before the others on the list, then do so.
even with that being said
even with that being said hammer of wrath ought to be 1st priority considering if inquisition is almost down by the time you get hammer of wrath thrown the targets likely to be dead and if boss then HoW first then inquisition on cd in case you have time for another
Maybe the OP is assuming
Maybe the OP is assuming Avenging Wrath will always be procced upon starting an encounter, which makes HoW usable regardless of the targets health. So I guess it's just beneficial that Inquisition would be active before using HoW as it would increase it's damage by 30%, therefor increasing your dps output.
