The new Naxx should have an attunement to go to dungeons and such. Why it would need attunement, to test if you can and are ready for Naxx and on. You should be tested, and guilds that are ready and such should breeze right through the attunement and move on pretty easily. You can't just go in a instance without knowing your ready, it would be a waste of money on repair bills and drama. I say keep the attunement, yes it may be tedious to do but at least you know you're ready.

I've read a number of arguments both for and against attunements. I personally enjoy them for the extra stories they involve, but obviously that doesn't make them a requirement.

You make it sound like stories and attunements are gone for good which isn't something I'm aware of. The possible attunement is just in regards to the new version of Naxxrasmas in Wrath of the Lich King.

Have some quest of approite raid level(10,25) that the guild needs to complete to get acess. In my opinion this would eliminate the biggest problem with attunment which is getting eveyone attuned.
At the same time if a group isn't ready, they will struggle from the start and make little to no progress for awhile. Even a group that is ready will take awhile due to the size of the dungeon.We'll see what ends up happening though.
