Rotation Priorities:

1) Shadow Word: Pain
2) Vampiric Touch
3) Devouring Plague
4) Shadow Word: Death only if the boss has less than 25% health
5) Mind Blast
6) Mind Flay

Patch 4.0 and Shadow priest testing is still undergoing and rotation priorities may change after the class is more stable, but for now this is the general best setup for shadow priest.
